US nuclear force still using 1970s floppy disks warns watchdog

Washington (AFP) - America's nuclear force still uses floppy disks designed in the 1970s to coordinate some of its functions, according to a watchdog report released.

The report by the Government Accountability Office points to a number of worryingly outdated "legacy systems" still in use across the US government that are in desperate need of upgrading.

A Pentagon command and control system that "coordinates the operational functions of the United States' nuclear forces, such as intercontinental ballistic missiles, nuclear bombers, and tanker support aircrafts," runs on an IBM Series/1 computer and uses 8-inch floppy disks, the report says.

That type of computer debuted in 1976, when Gerald Ford was in the White House.

"This system remains in use because, in short, it still works," Pentagon spokeswoman Lt. Col. Valerie Henderson told AFP.

"However, to address obsolescence concerns, the floppy drives are scheduled to be replaced with Secure Digital devices by the end of 2017," she added.

"Modernization across the entire Nuclear Command, Control, and Communications (NC3) enterprise remains ongoing."

According to the GAO report, the Pentagon is planning to fully replace the system by the end of 2020.

The GAO said the federal government is spending a lot more on "operations and maintenance" of its computer systems than it is on "development, modernization and enhancement."

Last year, for instance, the government spent $61.2 billion on operations and maintenance, compared to $19.2 billion in the other category.

The report also found that the Treasury Department uses "assembly language code," which was initially designed in the 1950s.

The Office of Management and Budget has started an initiative to replace the legacy IT systems, "but until this policy is finalized and fully executed, the government runs the risk of maintaining systems that have outlived their effectiveness," the report states.

Banco Popular stock's value plunged by 25 per cent

Banco Popular, one of the Spain's leading financial firms, caused mayhem after admitting that it needed billions to bolster its balance sheet.

Shocked investors dumped shares in the firm, with the bank stock's value plunging by 24 per cent this morning, after the cash call and plans to issue another 2 billion shares.

It resulted in €1.4billion being wiped off the value of the bank's share price.

And the worry spread to other Spanish banks with shares in Caixabank and Banco de Sabadell diving by 3.4 per cent and 4.5 per cent respectively.

It comes after the country announced record debt levels, owing its creditors €1.095 trillion.

Spain now owes more money than its entire economy generates in a year.

Spanish banks are among Europe's firms suffering enormously under the burden of the low interest rate environment that erodes lending profits.

Steen Jakobsen, the chief economist at Saxo Bank said that today's news "is a very clear illustration of how difficult the banking sector has it with zero interest rates and non-growth we've had".

In March, the European Central Bank dropped slashed core interest rates further into negative territory.

Today's cash call by Banco Popular is now a visible sign of the strain financial institutions in Europe are under.

The share price hit is the biggest one day loss the bank has ever seen, topping drops seen at the height of the financial crisis.

If investors lose much more confidence in the Spanish banking system, the country's heavily indebted economy could start to wobble.

It comes after Italy last month launched an emergency rescue fund for its banks amid fears they could topple.

Italian banks are estimated to hold around £270billion of bad loans – more than 30 per cent of the eurozone's total.

Meanwhile in France, the country has ground to a halt as thousands of workers go on strike over labour reforms. French President Francois Hollande is attempting to allow firms to negotiate on a longer working week implementing a maximum of 46 hours.

Firms will also be given greater freedom to reduce pay and employers will be given more leeway to negotiate on holidays and special leave.

Panic over their positions gathered pace at the start of the year, with investors dumping stocks.

Around the same time, some of Germany's biggest banks saw huge falls in share price relating to fears of low interest rates and profits at the firms.

A massive sinkhole opened up on a busy Italian street today, swallowing some 20 parked parks -- and the jaw-dropping spectacle was captured on video.

The chaos unfolded this morning in the center of Florence along the scenic Arno River, a popular tourist destination, but it probably wasn't the kind of scene that visitors were there to behold.

Water gushed onto the roadway after a major pipe breakage involving one of the major water conduits in the area, according to local reports. The powerful and steady stream of water quickly tore through the asphalted road surface, creating the 200-meter-long and 7-meter-wide sinkhole. That's 650 feet in length, and 23 feet across. It wasn't the river that overflowed and cause the damage, as it was earlier thought.

Crews evacuated the area as cleanup and investigations got underway. There were no immediate reports of injuries or casualties.

Government Report on Clinton Email Scandal Much Worse Than Expected

Report could spell trouble for former secretary of state in final stretch of election as favorability ratings drop

Hillary Clinton and her top aides failed to comply with U.S. State Department policies on records by using her personal email server and account, possibly jeopardizing official secrets, an internal watchdog concluded in a long-awaited report (pdf) on Wednesday.

Clinton also never sought permission from the department's legal staff to use the server, which was located at her New York residence, a request which—if filed—"would not" have been approved, the report by the agency's Office of the Inspector General (OIG) states.

"At a minimum, Secretary Clinton should have surrendered all emails dealing with Department business before leaving government service and, because she did not do so, she did not comply with the Department's policies that were implemented in accordance with the Federal Records Act," it continues.

The findings are the latest development in the email scandal that has persisted throughout Clinton's presidential campaign to little effect—but its conclusion was unexpectedly critical.

And it could spell trouble for the former secretary of state in the final stretch of the election, as public trust in Clinton continues to decline while polls show her rival Bernie Sanders has become the most formidable candidate against Republican presumptive nominee Donald Trump.

As Politico's Rachael Bade, Josh Gerstein, and Nick Gass write:

The watchdog’s findings could exact further damage to Clinton’s campaign, and they provide fresh fodder for Trump, who has already said he will go after Clinton for the email scandal “bigly.” The Democratic frontrunner’s bid for the White House has already been hindered by high unfavorability ratings, with people saying they don’t trust her.

The report represents the latest pushback — in this case by a nonpartisan government entity — against her campaign’s claim that she did not break any rules and that her use of a private server was completely allowed.

In fact, technology staff in the Information Resource Management (S/ES-IRM) office who brought up concerns about Clinton's use of her private server were reportedly instructed not to question the arrangement.

"In one meeting, one staff member raised concerns that information sent and received on Secretary Clinton’s account could contain Federal records that needed to be preserved in order to satisfy Federal recordkeeping requirements," the report states. "According to the staff member, the Director [of S/ES-IRM] stated that the Secretary's personal system had been reviewed and approved by Department legal staff and that the matter was not to be discussed any further. As previously noted, OIG found no evidence that staff in the Office of the Legal Adviser reviewed or approved Secretary Clinton's personal system."

Other staff from different offices were also instructed "never to speak of the Secretary's personal email system again."

On Wednesday, Clinton's campaign was quick to point out that the report's criticisms also extended to the State Department in general, which the OIG found to be riddled with "longstanding, systemic weaknesses related to electronic records and communications" and noted that other department officials, including former Secretary of State Colin Powell, also used personal e-mails while in office.

The findings were issued a day after a group of U.S. intelligence veterans, including William Binney, John Kiriakou, and Diane Roark, published an open letter to President Barack Obama urging him to expedite the forthcoming FBI report on Clinton’s alleged email security violations.

"The question is not whether Secretary Clinton broke the law," the letter states. "She did. If the laws are to be equally applied, she should face the same kind of consequences as others who have been found, often on the basis of much less convincing evidence, guilty of similar behavior."

A YouTube video posted by true believers Secureteam uses Google Earth to identify what they insist is five 200ft tall towers at the rim of a crater.

The grainy, shadowy image presented appears to show the pyramid-like structures at coordinates: 21° 4' 2.23 N, 148° 39'12.30" E.

The narrator boldly claims: "If (after watching this video) you believe that the Moon is not inhabited by these massive artificial structures, you will likely never be convinced."

He also claims the structures have been airbrushed out of previous images by those devious folk at NASA.
