I highly doubt, due to the current state of the International Economy, every household with young children will be visited.
Priority households most likely would those who are receiving public assistant ( also claim not to have family support, support of young children father(s) and can not obtain gainful employment because of lack of education. i.e., high school drop-outs )
Since the parent of these young children are allegedly home, taking care of their minor children; what's the issue with having parental guidance support?
Collectively, there are too many young people wasting their lives in prisons, on the streets and reproducing more children ~ with NO MEANS to properly care for off-springs.

Tax Payers funds invested in young children today, can diminish tax maintinance of babies that grow up
Communites are already burden with young children; who grow up with two parents that are also guilty of all of the above.
At least give young children, of single parents, a chance to grow up to become responsible community members.
