I signed the petition for Phoenix in hopes of getting the 5 day hold policy changed and the petition for Shep that the person will be charge and convicted of animal cruelty and neglect.
If the 5 day stray hold policy cannot be changed then a policy for the animals in such bad shape should be in place for them to be taken to a vet clinic and treated there.
Both dogs died (starved to death).
The way it read was "one" was doing better, they meant the petition was doing better as far as signatures.
